The proposed development is located within the catchment of the Somerset Levels and Moors Ramsar site and within the Bat Consultation Zone associated with the North Somerset and Mendip Bats Special Area of Conservation (SAC). In the absence of sufficient information, it has not been possible to rule out likely significant effects on these European sites, either alone or in combination with other plans or projects. The proposal therefore constitutes 'habitats development' for the purposes of Article 5B of the Town and Country Planning (Permission in Principle) Order 2017 (as amended). As such, permission in principle must not be granted. The proposed development is therefore contrary to Article 5B of the Town and Country Planning (Permission in Principle) Order 2017 (as amended), policy D20 of the Sedgemoor Local Plan 2011-2032 and the Conservation of Habitats and Species Regulations 2017.
