The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

No new or replacement services (including water, gas and electricity), shall be installed unless in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Such details shall include a method statement, floorplans, internal elevations, and sections as necessary to indicate the routing of all new and replacement services. The works shall thereafter be carried out in accordance with the approved details. Reason: To preserve the heritage asset, its setting and its features of special architectural interest, in line with Sedgemoor Local Plan 2011-2032 Policy D26.

No ducts, pipes, rainwater goods, vents, flues or other external attachments shall be fitted or installed unless in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. These details should include the placement, appearance, and finish of any external attachments. The works shall thereafter be carried out in accordance with the approved details. Reason: To preserve the heritage asset, its setting and its features of special architectural interest, in line with Sedgemoor Local Plan 2011-2032 Policy D26.

Prior to the installation of the hereby approved Air Condition Unit, details of the required screening shall be first submitted to and approved in writing by the Local Planning Authority and thereafter be carried out in accordance with the approved details and be retained in that form. Reason: To preserve the heritage asset, its setting and its features of special architectural interest, in line with Sedgemoor Local Plan 2011-2032 Policy D26.

Prior to the installation of any external lighting, a lighting design for bats, following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023), shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed. Lux levels should be below 0.5 Lux on key & supporting features or habitats. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority.   Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

Prior to the commencement of the development the Local Planning Authority shall be provided either: A. a copy of the licence issued by Natural England authorising the development to go ahead; or B. a statement of justification in writing from the licensed ecologist to the effect that he/she does not consider that the specified development will require a licence. Reason: A pre-commencement condition in the interests of the strict protection of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

Prior to the first use of the hereby development, mitigation and enhancements suggested in 'Bat Emergence Survey' by Quantock Ecology dated October 2025 and remain in perpetuity. Reason: in the interests of European and UK protected species and biodiversity generally and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

BNG Informative: The effect of paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition "(the biodiversity gain condition") that development may not begin unless: (a) a Biodiversity Gain Plan has been submitted to the planning authority, and (b) the planning authority has approved the plan. The planning authority, for the purposes of determining whether to approve a Biodiversity Gain Plan if one is required in respect of this permission would be Somerset Council. Based on the information available this permission is considered to be one which will require the approval of a biodiversity gain plan before development is begun because none of the statutory exemptions or transitional arrangements listed below are considered to apply.   The development shall then be carried out in accordance with the agreed details.  Reason: This condition is pre commencement to ensure that the strategy for meeting the Biodiversity Net Gain is in accordance with paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 to minimise the risk of significant post-permission viability issues arising due to Biodiversity Net Gain issues.
