The proposed outbuildings, by virtue of their scale, design, and intended use, do not constitute development reasonably required for agriculture or any other rural land-based activity. As such, they represent unjustified and inappropriate development within the open countryside. In this respect the proposal does not comply with CO1 and D2 of the Sedgemoor Local Plan 2011-2032 and Chapter 15 of the National Planning Policy Framework.

The proposed change of use of land to domestic garden would result in the unnecessary domestication and erosion of the rural character of the area, failing to conserve or enhance the intrinsic landscape qualities of the countryside. The development therefore conflicts with Policy CO1 and D19 of the Sedgemoor Local Plan 2011-2032, as well as the core principles of the National Planning Policy Framework (NPPF), which seek to protect the countryside from unsustainable and intrusive forms of development.
