The proposed development, by virtue of its 24 hour operational nature and the associated movements of vehicles and passengers during late night and early morning hours, would give rise to significant and harmful levels of noise, disturbance and headlight glare within a quiet rural environment that currently experiences very low night time activity. Substantial concerns have been raised by residents regarding late night airport related traffic, increased disturbance, lack of on site waiting facilities, and the likelihood of inappropriate behaviour from passengers waiting in the early hours. In the absence of any robust or enforceable mitigation measures—such as restricted operating hours, an operational management plan, on site facilities, or noise/light controls—the proposal would lead to an unacceptable and avoidable loss of residential amenity, contrary to the aims and requirements of Policy D25 (Protecting Residential Amenity) of the Sedgemoor Local Plan.
