The applicant has failed to demonstrate that the proposed development would provide a safe and satisfactory means of managing surface water arising from the slurry store extension. Insufficient information has been submitted to establish an acceptable surface water drainage strategy, including but not limited to: details of the existing and proposed drainage arrangements; hydraulic modelling for critical storm events; BRE 365 infiltration testing; evidence of the capacity and condition of the lagoon, clean water drain, and receiving watercourse; clear and justified discharge rates; demonstration of required storage volumes; plans showing exceedance flow routing; and details of pollution prevention measures. In the absence of this information, the Local Planning Authority is unable to conclude that the development would not increase flood risk on the site or elsewhere. The proposal therefore fails to comply with Policy D1 (Flood Risk Management) of the Sedgemoor Local Plan (2011–2032) and does not meet the requirements of paragraph 181 of the National Planning Policy Framework (2024), which require development to be appropriately flood resilient, incorporate sustainable drainage systems, and ensure that flood risk is not increased elsewhere.
