In the absence of an acceptable Flood Risk Assessment (FRA), the Local Planning Authority must conclude that the development has not demonstrated that it can be made safe or that it will not increase flood risk elsewhere. In this respect, the proposal fails to comply with Policy D1 of the Sedgemoor Local Plan (2011-2032) and also conflicts with paragraphs 170 and 172 of the National Planning Policy Framework (NPPF) which require development to avoid unacceptable flood risk and demonstrate resilience to climate change.
