The application fails to provide the necessary ecological assessments and Biodiversity Net Gain (BNG) information required to determine its impacts. Consultation with the Council's Ecologist confirms that essential baseline surveys—including a Preliminary Ecological Appraisal, protected species surveys, and a compliant statutory BNG assessment—have not been submitted. The site contains Priority Habitat (Coastal and Floodplain Grazing Marsh), a confirmed lesser horseshoe bat day roost, potential bat roost features within trees, and habitat suitable for water voles, yet no Habitat Regulations Assessment (HRA) or shadow HRA has been provided, and the submitted Small Sites Metric is invalid as it hcannot be used where Priority Habitat is present. In the absence of this required information, the Local Planning Authority cannot assess ecological impacts or determine whether a measurable net gain in biodiversity can be achieved. The proposal is therefore contrary to Policy D20 of the Sedgemoor Local Plan (2011–2032), the Conservation of Habitats and Species Regulations 2017, and Section 15 of the National Planning Policy Framework (2024).
