The proposal fails to provide safe and suitable vehicular access to the dwellings as required under Class Q.2(1)(i). Vehicular access is obstructed by a pedestrian only bridge, preventing residents, visitors, delivery vehicles, waste collection vehicles and critically emergency services from reaching the dwellings. The Highway Authority has confirmed that a passing place is required on the access track to avoid vehicle conflict; however, this cannot be delivered because the red line boundary does not include the length of the track where such works are required, making the necessary mitigation physically unachievable within the application site. The access route itself comprises a long, unmade agricultural track of questionable suitability for domestic vehicles. Together, these constraints result in unacceptable transport and highway safety impacts.

Under Class Q.2(1)(v), the LPA must consider whether the location or siting of the building makes the residential use impractical or undesirable. The dwellings are physically severed from vehicular access by a pedestrian only bridge, meaning essential residential functions such as waste collection, deliveries, day to day servicing, and emergency response cannot be realistically or safely achieved. Residents would be required to manually transport waste across an agricultural track and footbridge, and emergency services would be unable to reach the dwellings in the event of an incident. Given these constraints, the site cannot function as a dwellinghouse in a sensible or realistic manner, and the resulting harm to amenity and safety renders the development both impractical and undesirable.
