The site is outside of any settlement boundary, in a countryside location which is distinctly rural in nature. In the absence of a justification for an appropriate countryside development the proposal represents an unsustainable form of development that would adversely impact on the character of the area contrary to the National Planning Policy Framework, Policies C01, C02, S2 and D9 of the Sedgemoor District Local Plan 2011 to 2032.

The area is distinctly rural in nature and the siting of a dwelling would extend the built form into the countryside and would not be sympathetic with the existing character of the area, the development would cause visual harm and conflicts with the National Planning Policy Framework, Policies D2 and D19 of the Sedgemoor Local Plan 2011-2032.

It has not been satisfactorily demonstrated that the means of access and egress to serve the proposed dwelling would have adequate visibility splays and be safe in terms of highway safety. The proposal would therefore, have an adverse impact on highway safety and be contrary to Policy D14 of the Sedgemoor Local Plan 2011-2032.

The site is located within 1km of several designated habitat sites and adjacent to hedgerows and trees and is also within the nutrient neutrality catchment of the Somerset Levels and Moors SPA and Ramsar site. In the absence of appropriate ecological surveys and Shadow Habitats Regulations Assessment (sHRA), it not been satisfactorily demonstrated that the site is void of biodiversity value or that the development would have no ecological impact or that there would be no likely significant effect on a protected European site from phosphate inputs. As such, the proposal conflicts with Policies D20 and D24 of the Sedgemoor Local Plan 2011-2032 and the National Planning Policy Framework (NPPF).
