The development, by reason of the siting of the caravan, erection of a dayroom, the extensive areas of hardstanding, boundary treatments and associated structures, results in a visually intrusive and urbanising form of development which fails to respond positively to the rural and historic character of this prominent edge-of-settlement location. The proposal therefore harms the character and appearance of the area and is contrary to Policy D2 of the Sedgemoor Local Plan.

The development results in less than substantial harm to the significance of the Grade II listed Burnt House Farmhouse and Walling, Grade II listed Holywell House and the non-designated Holy Well through harm to their setting. The public benefits of the proposal are insufficient to outweigh that harm. The proposal therefore conflicts with Policy D26 of the Sedgemoor Local Plan, Chapter 16 of the National Planning Policy Framework and the statutory duties of Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

In the absence of a suitable archaeological assessment and field evaluation, insufficient information has been submitted to enable the Local Planning Authority to properly assess the significance of archaeological remains known to exist within the site and the impact of the development upon those remains. The proposal is therefore contrary to Policy D26 of the Sedgemoor Local Plan Chapter 16 of the National Planning Policy Framework.

Insufficient information has been submitted to demonstrate that the access provides adequate visibility splays and a safe means of access and egress for all users of the highway. As such, the Local Planning Authority cannot be satisfied that the proposal would not prejudice highway safety, contrary to Policies D13 and D14 of the Sedgemoor Local Plan.

Insufficient information has been provided to demonstrate that adequate nutrient neutrality mitigation can be secured and that the proposal would not adversely affect the integrity of the Somerset Levels and Moors Ramsar site, either alone or in combination with other plans and projects. In the absence of sufficient information to undertake an appropriate Habitat Assessment, the proposal is contrary to Policy D20 of the Sedgemoor District Local Plan, the Conservation of Habitats and Species Regulations 2017 (as amended), and the National Planning Policy Framework.
