The site lies within the countryside where new development is strictly controlled under Policies S2 and CO1 of the Sedgemoor Local Plan. While Policy D15 allows for small-scale employment uses and for the remodelling or appropriate expansion of existing businesses, the proposal does not constitute the expansion of an established commercial enterprise, as no lawful commercial use exists on the site. Additionally, although modest in scale, the development would be located in an isolated rural position approximately 2.5km from the nearest settlement and not well-related to any services or facilities. The site is accessible only via narrow, poorly surfaced rural lanes with no safe provision for walking or cycling. As such, the proposal represents an unjustified and unsustainable form of new development in the countryside, contrary to Policies S2, CO1 and D15 of the Sedgemoor Local Plan.

The application fails to provide a satisfactory Flood Risk Assessment and does not demonstrate compliance with the Sequential Test. Insufficient information has been submitted to show that reasonably available sites at lower risk have been considered, or that the development would be safe for its lifetime without increasing flood risk elsewhere. Accordingly, the proposal conflicts with Section 14 of the National Planning Policy Framework and Policy D1 (Flood Risk and Surface Water Management) of the Sedgemoor Local Plan, which require development to minimise flood risk and ensure safe and resilient design.

Insufficient information has been provided to enable the Local Planning Authority to assess the potential impacts of the development on protected habitats and species in an area which has high ecological sensitivity. In the absence of such an assessment the Local Planning Authority cannot be satisfied that the proposal would avoid harm to biodiversity or provide appropriate mitigation or enhancement measures. The proposal therefore fails to comply with policy D20 of the Sedgemoor Local Plan and 2005/06 circular on Biodiversity and Geodiversity.
