The proposal fails to satisfy Schedule 2, Part 3, Class Q paragraph Q.1(j)(ii) of the General Permitted Development Order 2015 (As amended) (England) as it has not been adequately demonstrated that the building is capable of conversion by virtue of no structural survey being submitted.

The submitted 'Protected Species Report' by Ethos Environmental Planning fails to demonstrate whether the building is capable of conversion without resulting in harm to protected species, including bats. In the absence of this information the Local Planning Authority cannot be satisfied that the proposal would ot have a detrimental effect on biodiversity interests or result in an offence under the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017. The proposal therefore fails to satisfy the requirements of paragraph Q.2(e) and would therefore not be permitted development as set out under Class Q of the General Permitted Development Order 2015 (as amended) (England).
