The proposed development would result in the loss of both the ground floors as well as the upper floors of the existing commercial premises within the District Centre of Highbridge and in the absence of adequate overriding justification that the existing commercial use is no longer viable or needed, it has not been demonstrated that the proposal would enhance its role as a District Centre and provide for the needs of the local community. As such, the application fails to comply with Policies BH9, D16, D18 and D35 of the Sedgemoor Local Plan 2011-2032, Paragraph 90 of the National Planning Policy Framework (Dec 2014) and Policy Hi 2 of the Burnham-on-Sea and Highbridge Neighbourhood Plan.

The proposed development, by virtue of the mutual relationship between the proposed flats, would be such that there would be little privacy for the occupants of the proposed flats due to the limited distance between windows to windows. Furthermore, the development would fail to provide an acceptable standard of usable internal space for future occupiers. The proposal is therefore contrary to Policies D2 and D25 of the Sedgemoor Local Plan 2011–2032.

The proposal, by virtue of its inadequate Flood Risk Assessment, fails to demonstrate that the development would be safe for its lifetime. The submitted information does not provide sufficient evidence of mitigation measures, emergency access arrangements, or consideration of climate change allowances. As such, the proposal conflicts with Policy D1 of the Sedgemoor Local Plan 2011–2032 and Policy H3 of the Burnham-on-Sea and Highbridge Neighbourhood Plan and Paragraph 176 of the national Planning Policy Framework (Dec 2024)
