By virtue of the number of bedrooms, the limited communal space, the lack of any external amenity space, together with the layout which places bedrooms adjacent communal cooking and dining spaces it is not considered that the development proposed would give rise to an acceptable level of amenity for future occupants. Furthermore, the intensification of use would give rise to noise, activity and disturbance which would give rise to an unacceptable impact in terms of amenity on adjacent residential properties which is exacerbated by a poor layout and lack of communal living space and the development as proposed is considered contrary to policy D25 Sedgemoor Local Plan 2011-2032 and the National Planning Policy Framework (2024).
