The proposed development, by virtue of its siting, scale and encroachment beyond the established settlement boundary, would introduce unjustified development and the potential for domestic paraphernalia into the open countryside, resulting in harm to its rural character, landscape openness and visual amenity. The proposal therefore represents inappropriate development that fails to respect the intrinsic character and beauty of the countryside, contrary to Policy CO1 and D19 of the Sedgemoor Local Plan 2011-2032 and Section 15 of the National Planning Policy Framework

The application fails to provide any Biodiversity Net Gain (BNG) information, including a baseline habitat assessment or biodiversity metric calculation, as required under the Environment Act 2021 and supported by Section 40 of the Natural Environment and Rural Communities Act 2006 and relevant policies of the National Planning Policy Framework. In the absence of this information, the Local Planning Authority cannot assess the biodiversity impacts of the proposal or determine whether a minimum 10% net gain would be achieved. The proposal therefore conflicts D20, D22 and D23 of the Sedgemoor Local Plan 2011-2032, H&NE 1 of the Axbridge Neighbourhood Plan and the Conservation of Habitats and Species Regulations 2017, and Section 15 of the National Planning Policy Framework.
