The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Prior to first occupation of the development hereby permitted the proposed access over at least the first 6 metres of its length, as measured from the edge of the adjoining Elm Lane, shall be properly consolidated and surfaced (not loose stone or gravel). Once constructed the access shall thereafter be maintained in that condition at all times. Reason: To ensure the provision of a safe and suitable means of access to serve the development and to prevent loose material being carried onto the adjoining carriageway, in accordance with Policies D13 and D14 of the Sedgemoor Local Plan 2011-2032.

Provision shall be made within the site for the disposal of surface water so as to prevent its discharge onto the Elm Lane. Such provision shall be installed before the dwelling hereby approved is first occupied and thereafter maintained at all times. Reason: In the interests of highway safety and to ensure the safe operation of the access serving the development, in accordance with Policies D13 and D14 of the Sedgemoor Local Plan 2011-2032.

The area allocated for parking and turning on the submitted and approved Site Layout Plan Drg No. 5223-pl-s-01 rev A, shall be kept clear of obstruction at all times and shall not be used other than for the parking of vehicles in connection with the development hereby permitted. Reason: To ensure that adequate parking and turning facilities are provided and retained for the development in the interests of highway safety, in accordance with Policies D13 and D14 of the Sedgemoor Local Plan 2011-2032.

Prior to first occupation of the dwelling hereby approved the following biodiversity enhancements shall be installed at the site: 1x sparrow and/or swift box on the northern elevation of the dwelling below the eaves; Once installed, the biodiversity enhancements shall thereafter be retained. Reason: To ensure the scheme delivers enhancements in biodiversity in accordance with Sedgemoor Local Plan policy D20.

The dwelling hereby permitted shall be planned, built and first occupied in accordance with the definition of 'self-build and custom housebuilding' as defined in the Self-build and Custom Housebuilding Act 2015 (as amended) and as the sole or main residence of a person on the Council's Self Build Register. Reason: Development in this location is only considered acceptable on the basis that it meets an identified need for self or custom build development in accordance with Sedgemoor Local Plan 2011-2032 Policy D9.
