1
The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.
2
There shall be no obstruction to visibility greater than 600 millimetres above adjoining road level in advance of lines drawn 2.4 metres back from the carriageway edge on the centre line of the access and extending to points on the nearside carriageway edge 65 metres either side of the access. Such visibility shall be fully provided before any pitch hereby permitted is first occupied and shall thereafter be maintained at all times. Reason: In the interest of highway safety in accordance with Sedgemoor Local Plan 2011-2032 Policies D13 and D14.
3
Prior to the first occupation of any mobile home hereby approved, a scheme of biodiversity enhancements shall be submitted to and approved in writing by the local planning authority. The approved scheme shall be installed prior to the first occupation of any mobile home hereby approved and retained thereafter. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 174(d) of the National Planning Policy Framework.
4
Prior to the first occupation of any pitch hereby approved, a scheme for the provision of foul and surface water drainage shall be submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with the approved scheme prior to the first occupation of any pitch hereby approved. Reason: To ensure the site has appropriate means of surface and foul drainage in the interests of the amenities of the area and to reduce flood risk in accordance with Sedgemoor Local Plan 2011-2032 policies D1 and D25.
5
Prior to the installation of any external lighting a lighting design for bats, following Guidance Note 08/18 Bats and artificial lighting in the UK (ILP and BCT 2018), shall be submitted to and approved in writing by the Local Planning Authority, prior to construction. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. The design should accord with Step 5 of Guidance Note 08/18, including submission of contour plans illustrating Lux levels. Lux levels should be below 0.5 Lux on potential bat commuting routes (hedgerows). All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.
6
The pitches hereby approved shall not be occupied by any persons other than gypsies and travellers, as defined in Annex 1 to Planning policy for traveller sites (August 2015) or any such definition arising from amendments to that document or relevant case law. Reason: In accordance with national policy on the provision of sites for gypsies and travellers.
7
The approved eleven pitches shall each comprise no more than 1 touring caravan and 2 mobile homes at any one time. Occupation and use of each pitch shall be limited solely to one household. Reason: For the avoidance of doubt as to the extent of the permission and to ensure an acceptable level of amenity is provided per household.
