The proposal requires substantial demolition and reconstruction of considerable amount of the building's fabric to facilitate the future use as a dwelling. The proposal also appears to involve the introduction of new structural elements. The works are therefore considered to go beyond what could reasonably described as conversion and would be so extensive as to comprise rebuilding. The proposal therefore fails to comply with Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
