The proposed development introduces back-land development contrary to the existing pattern of development that exists and would result in incongruous built form in one far corner of an existing agricultural field accessed by a lengthy driveway of 165m that would run to the rear of the boundaries of 30-46 Main Road. The introduction of partial screening of fencing to the rear of the dwellings will appear visually intrusive and fails to deliver a high quality design solution that sufficiently mitigates against the impacts of the development. The proposed development is therefore contrary to the requirements of policies D2 and D9 Sedgemoor Local Plan 2011-2032

The development would see an intensification of the traffic generation within very close proximity of the rear gardens of the dwellings adjoining the development site over the 165m driveway. In this respect, the proposal would likely result in an unacceptably detrimental impact on residential amenity through noise, disturbance, and headlights, all generated within very close proximity of the private amenity space belonging to the row properties from the Church Hall to no.46 Main Road. The proposed mitigation in the form of partial 1.8m fence screen would result in the loss of light to the private rear amenity space to these properties, whilst this together with the proposed landscpaing fails to sufficiently mitigate the likely disturbance from noise and traffic movements. As a result, the development proposed would be contrary to policy D25 Sedgemoor Local Plan 2011-2032
