The proposed development comprises engineering/operational works, including excavation and the formation of hardstanding, resulting in a ground area exceeding 1,000 square metres. Such works fall within the scope of Class A, Part 6 of Schedule 2 to the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). However, the proposal fails to comply with limitation A.1(e), which restricts development to a maximum ground area of 1,000 square metres. As the proposal exceeds this limitation, it does not benefit from permitted development rights under Class A. Accordingly, planning permission is required.
