The site is considered to not be within the main built-up part of a settlement, it is not within a nucleated settlement, but within a green gap between two outlier groupings. The site is too large to be considered a genuine infill. Policy is clear in that Development which physically extends the built form of the development into open countryside will not normally be supported. As such, the principle of the development is not supported by policies CO1, CO2 and D9 of the Local Plan and Policy Wed 1 of the Wedmore Neighbourhood Plan.

The proposals would infill what is presently a green gap which contributes positively to the rural character and landscape of the area by separating built development and giving a lesser density. The two groups of built form are clearly separate, and as such the green gap contributes to the character of this outlier part of the settlement. The result would be a much denser concentration of dwellings which would be out of character with the existing grain of development and as such the proposals are considered to conflict with policy D2 and D19 of the local plan and Wed 4 of the ANP.

The proposals fail to provide adequate information to address Historic Environment concerns and lie within a cluster of heritage assets in which it is considered a Heritage impact assessment and additionally consideration of Archaeology should be considered given the undeveloped nature of the site and the surrounding historical assets. As such, the application is considered contrary to policy D26 of the Local Plan, section 16 of the NPPF.

The proposals are unsustainably located with a lack of pedestrian accessibility, nearby facilities and services and limited public transport options for the proposals, which would mean future residents would be highly dependent on private vehicles. As such the site is considered unsustainably located and in conflict with Policy D9 of the Local Plan, the placemaking objectives set out in paragraph 5.183 of the local plan, the 10 Placemaking Principles for Somerset and paragraphs 83 and 116 of the NPPF.
