The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Prior to the first occupation of the development hereby approved, the existing septic tank shall be upgraded to the Graf One2Clean PTP as detailed in the submitted and hereby approved "Nutrient Neutrality Assessment and Mitigation Strategy Ref 01.117.015.01" (HalpinRobbins, March 2023). Once installed, the measures shall be retained and maintained thereafter in perpetuity. Reason: In in the interest of the protection of the Somerset Levels and Moors Ramsar from unacceptable phosphate loading as in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Works to any of the buildings shall not in any circumstances commence unless the Local Planning Authority has been provided with either: a) a copy of the licence issued by Natural England pursuant to Regulation 55 of The Conservation of Habitats and Species Regulations 2017 authorising the development to go ahead; or b) a statement in writing from the licensed bat ecologist to the effect that he/she does not consider that the specified development will require a licence. Reason: A pre-commencement condition is in the interests of the strict protection of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 -Biodiversity and Geodiversity.

Works will not in any circumstances commence until: a) Construction and demolition operatives have been inducted by a licensed bat ecologist to make them aware of the possible presence of bats, their legal protection and of working practices to avoid harming bats. Written confirmation of the induction will be submitted to the Local Planning Authority by the licensed bat ecologist within one week of the toolbox talk b) An improved cavity bat box or similar, to accommodate any discovered bat(s), will be hung on a suitable tree or building on or adjacent to the site at a minimum height of 4 metres as directed by a licensed bat ecologist. Any such box will be maintained in-situ thereafter; and c) Works potentially affecting bats will then proceed under the supervision of the licensed bat ecologist. Reason: To ensure the strict protection of European protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Prior to the first occupation of the development hereby approved, the following biodiversity enhancement and mitigation measures shall be installed within the application site: - 2no.x Habibat 001 bat boxes (or similar suitable roosting provisions for long-eared bats). - 4no.x Vivara Woodstone Sparrow Nest boxes (or similar) - Planting of 1no.x high nectar shrub such as buddleia, lavender, honeysuck or roses Once installed the features shall be maintained and retained thereafter in perpetuity. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 174(d) of the National Planning Policy Framework and policy D20 of the Sedgemoor Local Plan 2011-2032.

The permission hereby granted only permits the conversion of the building to a dwelling. The existing building shall not be demolished and/or replaced with a new structure. Reason: The proposal is only acceptable as it involves the conversion of an existing building. Conversely, the construction of a new building in its place would be contrary to paragraph 55 of the National Planning Policy Framework.

The extension hereby approved shall be finished with clay double Roman rooftiles that are of a matching profile and colour of the existing tiles on the building. Reason: To preserve the rural character and traditional appearance of the building in accordance with policies CO1 and D2 of the Sedgemoor Local Plan 2011-2032.

The area allocated for parking on the submitted and approved "Proposed Block Plan Drg No. PL4766/3" , shall be kept clear of obstruction at all times and shall not be used other than for the parking of vehicles in connection with the development hereby permitted. Reason: In the interest of highways safety as in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.
