The application site straddles Flood Zones 1 & 2. As the proposal does not involve substantial re-building it is considered to be a change of use, for which the sequential test and exceptions test are not necessary (paragraph 104 NPPF, 33 NPPG) although the risks of flooding to the proposed residential use need to be considered. The Environment Agency object to the application because the FRA does not comply with the requirements for a site specific flood risk assessments, as set out in para 30 to 32 Flood Risk and Coastal Change section of the PPG. As such the application fails to meet with the requirements of GPDO 2015 as amended.
