The keeping of hounds within the former agricultural building would, by reason of noise and disturbance arising from the animals barking, the buildings design, the lack of meaningful sound insulation measures and the proximity of nearby residential properties, result in an unacceptable impact of the living conditions of nearby residents. As such the proposal is contrary to policies D24 and D25 of the Sedgemoor Local Plan 2011-2032.

In the absence of details of how food for the hounds would be managed and the failure to provide a waste management plan, that includes a strategy to address dog fouling on the public highway, it has not been demonstrated that odours and the impact on the locality of keeping hounds at this site can be adequately managed to safeguard the living conditions of local residents and amenities of the locality. As such the proposal is contrary to policies D24 and D25 of the Sedgemoor Local Plan 2011-2032.
