The proposal is for the conversion of the existing church and attached school rooms into two dwellings, a one bed unit and three bed unit. The Somerset County Parking Strategy states that a requirement of 4 off street car parking spaces in total will be required for the development proposed. The development as submitted provides no off road parking space dedicated to the dwellings and would likely result in the parking of additional vehicles on the highway, which would be to the detriment of highway safety. Due to the narrow width of Grants Lane the parking of additional vehicles on the road would increase the number of hazards and would pose a risk to all road users by restricting manoeuvrability for vehicles travelling along the road as well increasing the need for pedestrians to enter the centre of the highway to negotiate parked vehicles due to the lack of dedicated pavements. The the proposal is therefore contrary to Policy D10 (Managing the Transport Impact of Development) of the Sedgemoor District Core Strategy 2006-27, the Somerset County Council - Parking Strategy adopted March 2012 and the policy and guidance contained within the National Planning Policy Framework and the National Planning Practice Guidance.
