The proposed development is located outside the defined settlement boundary of Weare and therefore within the countryside where policies of the development plan seek to restrict new housing development. The proposal would introduce two open market dwellings in a location for which no policy support exists and would therefore conflict with the spatial strategy set out in Policies S2, T4 and CO1 of the Sedgemoor Local Plan. Furthermore, by reason of its siting beyond the established extent of development on the western side of Old Coach Road, the proposal would extend built form into the countryside and result in ribbon development that would erode the transition between the settlement and the rural landscape. Notwithstanding the site's existing low-key camping and caravanning use, the proposed dwellings and associated domestic curtilages would introduce a significantly greater built presence, causing unacceptable harm to the rural character and appearance of the area. The proposal is therefore contrary to Policies S2, T4, CO1, D2 and D19 of the Sedgemoor Local Plan and the design and environmental objectives of the National Planning Policy Framework.
