The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

There shall be no obstruction to visibility greater than 600 millimetres above adjoining road level in advance of lines drawn 2.4 metres back from the carriageway edge on the centre line of the access and extending to points on the nearside carriageway edge 25 metres either side of the access. Such visibility shall be fully provided before the development hereby permitted is commenced and shall thereafter be maintained at all times. Reason: In the interests of Highways Saftey in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

The area allocated for parking and turning on the submitted plan, drawing number 2036 105 Rev P1, shall be kept clear of obstruction and shall not be used other than for parking and turning of vehicles in connection with the development hereby permitted. Reason: In the interests of highways safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

Prior to the development hereby permitted being commenced, the access onto Mill Lane over at least the first 5 metres of it's length, as measured from the edge of the adjoining carriageway, shall be properly consolidated and surfaced (not loose stone or gravel) in accordance with details which shall have been submitted to and approved in writing by the Local Planning Authority. Once constructed the access shall thereafter be maintained in that condition at all times. Reason: In the interests of highways safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

Any entrance gates erected shall be hung to open inwards, shall be set back a minimum distance of 5 metres from the carriageway edge and shall thereafter be maintained in that condition at all times. Reason: In the interests of highways safety in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

The dwelling hereby permitted shall be first occupied by Ena Simpson as their sole or main residence. Reason: To ensure the development is implemented as a self-build proposal in accordance with Policy D9 and policy CO2 of the Sedgemoor Local Plan 2011-2032.

Prior to the commencement of development, including any site clearance, groundworks) a Construction Management Plan (CMP) to manage the impacts of construction during the life of the works, shall be submitted to and approved in writing by the Local Planning Authority. The details so approved and any subsequent amendments as shall be agreed in writing by the Local Planning Authority shall be complied with in full and monitored by the applicants to ensure continuing compliance during the construction of the development. Reason: To safeguard residential amenity in accordance with policies D24 and D25 of the Sedgemoor Local Plan 2011-2032.
