The proposed dwelling lies outside any settlement boundary as defined in the Sedgemoor Core Strategy in open countryside where development is strictly controlled. In the absence of a demonstrable functional need to be on the site at most times, it is not considered that the proposal amounts to development which is considered acceptable and thereby through exception justifies the overturning of policies designed to protect the countryside. The proposed development lies outside any Key Rural Settlement, is distant from adequate services and facilities, in a location where new development is strictly controlled for the benefit of all and is considered to be unsustainable. No information has been submitted to demonstrate that the Reach Centre has been planned on a sound financial basis, and that it represents a viable prospect with likely chance of growth and success to ensure a sustained functional link can be maintained into the future. The proposal is therefore contrary to Policies S1 and P6 of the Sedgemoor Core Strategy and paragraph 55 of the National Planning Policy Framework.
