No reasonable justification based on the applicant's, or any other, agricultural need has been provided for this building in a countryside location. In the absence of such justification the proposal, but reason its design, form, size, appearance and prominent siting, constitutes unwarranted and visually harmful development in the countryside contrary to Policies C01, D2 and D19 of the Sedgemoor Local Plan 2011-2032 and Section 12 of the National Planning Policy Framework.

No ecological survey of the application has been carried out to establish if there are any protected species within the grassland and know badger sets. Given the nature of the site and the scale of works there is insufficient information within this application to demonstrate whether protected species are, or likely to be present on or near the development site and whether the proposal development would affect protected species. As such the proposal is contrary to policies D20 and D23 of the Sedgemoor Local Plan and Chapter 15 of the National Planning Policy Framework.
