2
The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.
3
No individual dwelling hereby approved shall be occupied until the optional requirement for potential consumption of wholesome water by persons occupying that dwelling in Part G of Schedule 1 and Regulation 36 of the Building Regulations 2010 of 110 litres per person per day has been complied with. Reason: To improve the water efficiency and sustainability of the dwellings in accordance with Policy S5 of the Sedgemoor Local Plan 2011-2032 and Paragraphs 139, 159 and 180 of the National Planning Policy Framework (November 2023).
4
Prior to construction above damp-proof course level, a lighting design for bats and other light sensitive species, following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023), shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. The design should accord with Step 4 and Step 5 of Guidance Note 08/23, including submission of contour plans illustrating Lux levels. Lux levels should be below 0.2 lux on the horizontal plane, and at or below 0.4 lux on the vertical plane on areas of potential importance to light sensitive species. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

All roof lights and large glazing on the north elevation will be of glazing that limits light spillage so that light levels do not adversely disturb bats and other species using their territory or having access to resting places. Details of the glazing to limit light spillage will be submitted and agreed in writing by the Local Planning Authority prior to the installation. The glazing will be installed as agreed. No other type of glazing shall be used to replace faulty glazing unless it achieves the same or better results in terms of light spill than the agreed specification. Reason: A pre-commencement condition in the interests of the 'Favourable Conservation Status' of populations of European protected species, UK protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.
6
No works impacting features potentially used by nesting birds, amphibians, reptiles, and/or small mammals (such as areas of dense vegetation, wood/stone/brash piles, or stone walls) or works to or demolition of buildings or structures shall take place unless under a watching brief by a suitably qualified ecologist. Prior to the commencement of such works, a Reasonable Avoidance Method Statement shall be provided by the responsible ecologist which shall include: The timings of works to reduce the risk of bats, birds, amphibians, reptiles and small mammals being present. Toolbox talk(s) to be given to all site workers. Precautionary working measures. Methodology in the unlikely event that protected species are discovered during works. Reason: In the interests of the 'Favourable Conservation Status' of populations of European and UK protected species, UK priority species and habitats listed on s41 of the Natural Environment and Rural Communities Act 2006 and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.
7
A Biodiversity Enhancement Plan (BEP) shall be submitted to, and be approved in writing by, the Local Planning Authority prior to the commencement of the development. The mitigation/enhancements should be retained thereafter and should include the following: Bat and bird boxes as shown in ecology report/site plans Any newly lawned areas should be turf and/or seed mixes that comprise native, species rich mixtures (such as Emorsgate seeds EL1 Flowering Lawn Mixture) that respond well to the proposed mowing schedule (e.g. the aforementioned seed mix responds well to regular short mowing). Any hedgerows and trees to be planted should be native and should include nectar, nut and fruit producing species. Hedgerows should be managed to promote a greater range of age classes and native species through appropriate planting and management of hedgerow species and understorey, with no more than 1 third of a length being cut within any given year.   Installation/construction of a deadwood log refugia pile as a shelter for reptiles, invertebrates, amphibians and small mammals. Advice can be found here: Log Piles for Wildlife | Garden Advice - The RSPB. Photographs of the installed features will be submitted to and agreed in writing by the Local Planning Authority prior to first occupation. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 180(d) of the National Planning Policy Framework and Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.
8
If any unforeseen contamination is found during excavations, the Local Planning Authority shall be notified immediately. Where remediation is deemed necessary by the Local Planning Authority, a remediation scheme shall be submitted to and approved in writing by the Local Planning Authority and then implemented in accordance with the submitted details. NPPF s.184: Where a site is affected by contamination or land stability issues, responsibility for securing a safe development rests with the developer and/or landowner. Reason: To ensure that the land is suitable for the intended uses and to ensure that the development can be carried out safely without unacceptable risks to human health, controlled waters and other receptors both onsite and offsite, in accordance with Policies D24 and D25 of the Sedgemoor Local Plan and section 11 and 15 of the National Planning Policy Framework.
9
The permission hereby granted only permits the conversion of the building to a dwelling.  The existing building shall not be demolished and/or replaced with a new structure.  Reason: The proposal is only acceptable as it involves the conversion of an existing building.  Conversely, the construction of a new building in its place would be contrary to paragraph 55 of the National Planning Policy Framework.
