The proposed development would result in the provision of 2 open market dwellings within the countryside, outside any defined settlement boundary and in a location not identified for growth within the Development Plan. Whilst the Council cannot currently demonstrate a five-year supply of deliverable housing land, the limited benefits arising from the provision of 2 dwellings are outweighed by the proposal's conflict with the spatial strategy of the Development Plan and the site's poor accessibility to day-to-day services and facilities, resulting in a reliance on private motor vehicles. The proposal is therefore contrary to Policies S2 and CO1 of the Sedgemoor Local Plan and the objectives of sustainable development set out in the National Planning Policy Framework.

The proposed development is located within the Bat Consultation Zone associated with the North Somerset and Mendip Bats Special Area of Conservation (SAC). In the absence of sufficient information, it has not been possible to rule out likely significant effects on this protected site, either alone or in combination with other plans or projects. The proposal therefore constitutes 'habitats development' for the purposes of Article 5B of the Town and Country Planning (Permission in Principle) Order 2017 (as amended). As such, permission in principle must not be granted. The proposed development is therefore contrary to Article 5B of the Town and Country Planning (Permission in Principle) Order 2017 (as amended), policy D20 of the Sedgemoor Local Plan 2011-2032 and the Conservation of Habitats and Species Regulations 2017.
