Conditions and Reasons

1
The application site is located outside the established development boundaries of the Other Sustainable Settlement (OSS) of Shipham where development is strictly controlled. The site is therefore not within an area where future growth should be accommodated, as defined by the adopted Sedgemoor District Core Strategy 2006 - 2027. The Core Strategy does not identify a need for general housing within the countryside as this would represent a less sustainable form of development given the limited access to adequate services and facilities. As a consequence, occupiers of the proposed dwellings are likely to be dependant on private vehicles for most if not all of their daily needs. The application has failed to demonstrate that a countryside side location is essential and therefore is contrary to Policies S1 (Spatial Strategy for Sedgemoor) and P6 (Countryside) of the Sedgemoor District Core Strategy and policies and guidance contained within the National Planning Policy Framework and the National Planning Practice Guidance respectively.
2
The site forms part of the Mendip Hills Area of Outstanding Natural Beauty which has the highest status of protection in relation to its landscape and scenic beauty. The proposal for two dwellings will result in the substantial development and by virtue of the proposed development's regimented layout and large scale the proposal will not conserve or enhance the character and appearance of the Area of Outstanding Natural Beauty. The proposed development is contrary to Policy D14 of the Sedgemoor District Core Strategy 2006-27 and the National Planning Policy Framework.
