Approval of the details of the access, appearance, landscaping, layout and scale (hereinafter called "the reserved matters") shall be obtained from the local planning authority in writing before any development is commenced. Plans and particulars of the reserved matters referred to above, relating to the access, appearance, landscaping, layout and scale, shall be submitted in writing to the local planning authority and shall be carried out as approved. Application for approval of the reserved matters shall be made to the local planning authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reasons: The application was submitted as an outline application in accordance with the provisions of Article 5(1) of the Town and Country Planning (Development Management Procedure) Order 2015. In accordance with the provisions of Section 92 of the Town and Country Planning Act, 1990 (As amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

No development shall take place until a Community Infrastructure Levy (CIL) Phasing Plan, which sets out each phase of development, has been submitted to and approved in writing by the local planning authority. The development shall thereafter be carried out in accordance with the approved CIL Phasing Plan. Reason: This is a pre-commencement condition to enable the Local Planning Authority to identify the phases of development for the purposes of administering and collecting the Community Infrastructure Levy and to ensure the levy is charged in accordance with the approved phasing of the development, in the interests of proper planning.

The development hereby approved shall be carried out in accordance with the ecological avoidance and mitigation measures set out in section 5.1 of the submitted and approved Preliminary Ecological Appraisal (Georgie Hayworth Ecology, Rev 2 May 2026). The approved measures shall be implemented in accordance with the timings and methodology contained within the report. Reason: To ensure the protection of habitats and species and to secure biodiversity mitigation in accordance with Sedgemoor Local Plan policy D20 and NPPF policy N2.

Prior to the installation of external lighting, a lighting design for bats, following Guidance Note 08/18 Bats and artificial lighting in the UK (ILP and BCT 2018), shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. The design should accord with Step 5 of Guidance Note 08/18, including submission of contour plans illustrating Lux levels. Lux levels should be below 0.5 Lux on the identified horseshoe bat commuting routes. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. No other external lighting shall be installed without prior consent from the Local Planning Authority through submission of a planning application. Reason: In the interests of the 'Favourable Conservation Status' of populations of European protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032 and NPPF policy N2.

Prior to the first occupation of each dwelling hereby approved, the following biodiversity enhancements shall be installed upon that property: 1x Schwegler 1FR bat tube or equivalent facing south or west, at a height above 3m. 1x swift box or sparrow terrace, facing east or north, at a height above 3m. Once installed, the biodiversity enhancements shall thereafter be retained. Reason: In accordance with Government policy for the enhancement of biodiversity in policy N2 of the NPPF and Sedgemoor Local Plan 2011-2032 policy D20.

The dwellings hereby permitted shall be planned, built and first occupied in accordance with the definition of 'self-build and custom housebuilding' as defined in the Self-build and Custom Housebuilding Act 2015 (as amended) and as the sole or main residence of a person on the Council's Self Build Register. Reason: Development in this location is only considered acceptable on the basis that it meets an identified need for self or custom build development in accordance with Sedgemoor Local Plan 2011-2032 Policy D9.
