The application site is located within Flood Zone 3 which is land at high risk from flooding.This application seeks approval for the siting of mobile homes to be used as permanent residences - these are categorised as a 'Highly Vulnerable' form of development in the National Planning Practice Guidance which supports the National Planning Policy Framework. Development categorised as 'Highly Vulnerable' is not permissible in Flood Zone 3 and in light of these constraints, the harm arising from flood risk is considered to significantly and demonstrably outweigh the benefits of addressing the identified shortfall in Gypsy and Traveller site provision. The proposal is therefore considered to fail to comply with Policies D1 and D8 of the Sedgemoor Local Plan, the National Planning Policy Framework and the Planning Policy for Traveller Sites, which strongly advise against locating such uses in areas of high flood risk due to safety concerns and the inability to ensure resilience.
