The proposed dwelling, by virtue of its location outside the defined settlement boundary of Othery, would constitute an unjustified form of residential development within the open countryside. The site does not represent a small-scale infill opportunity within a clearly defined nucleus of existing development and the proposal would therefore result in encroachment into the countryside. No overriding countryside need or other policy justification has been demonstrated to support a dwelling in this location. As such, the proposal is contrary to Policies C01 (Countryside), C02 (Infill Housing in the Countryside) and D9 (Self-Build and Custom-Build Homes) of the Sedgemoor Local Plan 2011–2032. The development would also fail to promote a sustainable pattern of growth and would undermine the spatial strategy of the Local Plan. Accordingly, the proposal is unacceptable and planning permission is refused.
