No reasonable justification, based on a policy exception, has been provided for the continued residential occupation use of the this building as an independent dwelling outside the settlement boundary. As such the proposal contitutes unsustainable development in a location that will neither maintain nor enhance the environment nor benefit economic activity to any extent which would warrant a departure from policy. The proposal is therefore contrary to Policies S1 and P6 of the Core Strategy and policy T12 of the emerging Sedgemoor Local Plan and the policies within the National Plannig Policy Framework

The continued use of this building as an independent unit of accomodation in close proximity to an existing and active farmstead and farm house would, by reason of odours, noise, disturbance and lack of privacy have a significant adverse impact on the amenities of the occupiers of this converted building. As such the proposal is contrary to policies D2 and D16 of the Sedgemoor District Core Strategy and policies D2 and D26 of the emerging Sedgemoor Local Plan.
