The proposed development site lies outside any Other Sustainable Settlement, is distant from adequate services and facilities, such as, education, employment, health, retail and leisure where development is strictly controlled for the benefit of all and is unsustainable. It would result in occupiers being dependant on private vehicles for most of their daily needs, fostering growth in the need to travel. The proposed dwelling will not maintain or enhance the environment or benefit economic activity to any extent which would warrant a departure from policy. The proposal is therefore contrary to Policies S1 and P6 of the Core Strategy, Annexe A of PPS7 which has been adopted as supplementary guidance and guidance within the NPPF.

The conversion due to the scale, materials, location of the openings and partial nature of the works would have a significant and detrimental impact, unbalancing the character and appearance of the original barn and impacting on the appearance of the wider farmstead. The proposal would therefore be contrary to Policy D2 of the Core Strategy and advice contained within the NPPF.

The conversion due it forming part of an existing barn which would be retained in agricultural use, and the location on an existing and active farmstead would be incompatable with the surrounding use which would have a significant and adverse impact on the amenities of the future occupiers contrary to Policy D16 of the Core Strategy.
