The proposed conversion of the existing front garden into a driveway and installation of a gate would increase the conflict of traffic movements close to an existing junction resulting in additional hazard and would be considered prejudicial to highway safety. Furthermore, the proposed dev elopement does not make adequate provision for the manoeuvring of vehicles within the site enabling exit onto the A38 in a forward gear. These deficiencies result in a development that would be prejudicial to highway safety. The proposal is therefore contrary to Section 9 of the National Planning Policy Framework (NPPF) and Policy D14 of the Sedgemoor District Local Plan (2011–2032).
