The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

No development shall take place above DPC level until samples of the materials to be used in the construction of the external surfaces of the dwellings hereby permitted have been submitted to and approved in writing by the local planning authority. Development shall be carried out in accordance with the approved details. Reason: In the interests of the character and visual amenity of the locality in accordance with Policy D2 of the Sedgemoor Local Plan.

Prior to the development hereby permitted being commenced surface water drainage details shall be submitted to and approved in writing by the local planning authority. The development shall proceed in accordance with the details so approved. Reason: A pre-commencement condition in the interests of ensuring that surface water run-off is controlled in an acceptable manner in accordance with Policy D1 of the Sedgemoor Local Plan

In the event that contamination which was not previously identified is found at any time when carrying out the approved development, it shall be reported in writing immediately to the Local Planning Authority and further development works shall cease unless alternative arrangements have been first agreed in writing with the Local Planning Authority. An investigation and risk assessment shall be undertaken and where remediation is necessary, a revised remediation scheme shall be submitted to and approved in writing by the Local Planning Authority. The revised scheme shall thereafter be implemented as approved. The requirements of this condition shall also apply if other circumstances arise during the development, which require a reconsideration of the approved remediation scheme. Reason: In order to ensure that the land is suitable for the intended uses and to ensure that the development can be carried out safely without unacceptable risks to human health, controlled waters and other off-site receptors and in accordance with Policies D24 and D25 of the Sedgemoor Local Plan and section 11 and 15 of the National Planning Policy Framework.

No development on the elements listed below shall commence until the following information has been submitted to the Local Planning Authority. For this purpose, plans and sections, indicating as appropriate, the design, layout, levels, gradients, materials and method of construction shall be submitted to the Local Planning Authority: a) estate roads b) footways c) tactile paving d) cycleways e) sewers f) retaining walls g) service routes h) vehicle overhang margins i) embankments j) visibility splays k) carriageway gradients l) drive gradients m) car, motorcycle and cycle parking n) electric vehicle charging points o) hard and soft structural landscape areas p) pedestrian and cycle routes and associated vehicular accesses and crossings q) means of enclosure and boundary treatment r) street lighting and street furniture s) all new roundabouts and junctions t) proposed levels u) bus stops and lay-bys or alternative facilities v) highway drainage w) swept path analysis for a vehicle of 10.4m (3-axle) length x) central pedestrian reserves, bollards and lighting y) service corridors Once approved the construction of the development shall be carried out in accordance with the agreed details prior to first occupation ( or prior to first occupation of each relevant phase(s)). The proposed access shall be constructed in accordance with details shown on the submitted plan, and shall be available for use prior to first use (including show homes etc.). Once constructed the access shall be maintained thereafter in that condition in perpetuity. Reason: In the interests of highway safety in accordance with Policy D14 of the Sedgemoor Local Plan.

Before the development is occupied cycle parking facilities for each new unit must have been constructed in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Thereafter, these must be maintained, kept free from obstruction and available for the purposes specified. Reason: To encourage alternative means of travel in accordance with Policies D13 and D14 of the Sedgemoor Local Plan.

The development hereby permitted shall not be occupied until all parking spaces for the dwellings and a properly consolidated and surfaced turning space for vehicles have been provided and constructed within the site in accordance with the details as shown on plan no.1053.003 Rev H. Such parking and turning spaces shall be kept clear of obstruction in perpetuity and shall not be used other than for the parking and turning of vehicles in connection with the development hereby permitted. Reason: In the interests of highway safety and to ensure the dwellings have sufficient parking prior to occupation in accordance with Policy D14 of the Sedgemoor Local Plan.

No development shall commence, including site clearance, groundworks or construction, unless a Construction Environmental Management Plan (CEMP) to manage the impacts of construction during the life of the works, has been submitted to and approved in writing by the Local Planning Authority. For the avoidance of doubt, the CEMP shall, amongst other things, include:- a)Measures to regulate the on-site routing of construction traffic; b)The importation of spoil and soil on site; c)The removal /disposal of materials from site, including soil and vegetation; d)The location and covering of stockpiles; e)Details of measures to prevent mud from vehicles leaving the site and must include wheel- washing facilities; f)Control of fugitive dust from earthworks and construction activities; dust suppression measures; g)Noise and Vibration control plan (which includes control methods) to include mitigation measures as defined in BS 5528: Parts 1 and 2: 2009 'Code of practice for noise and vibration control on construction and open sites' shall be used to minimise noise or vibration disturbance from construction works; h)A waste disposal policy (to include no burning on site); i)Measures for controlling the use of site lighting whether required for safe working or for security purposes; j)Details of any site construction office, compound and ancillary facility buildings; k)Specified on-site parking for vehicles associated with the construction works and the provision made for access thereto; l)A point of contact (such as a Construction Liaison Officer/site manager) and details of how complaints will be addressed, including an appropriate phone number. M) Prevention of nuisance caused by radios, alarms, PA systems or raised voices And shall confirm: That noise generating activities shall not occur outside of the following hours: •Mon - Fri 08:00-18:00 •Sat 08:00 -13:00 •All other times, including Sundays, Bank and Public Holidays there shall be no such noise generating activities. The details so approved and any subsequent amendments as shall be agreed in writing by the Local Planning Authority shall be complied with in full and monitored by the applicants to ensure continuing compliance during the construction of the development. Reason: This is a pre-commencement condition because any initial construction or demolition works could have a detrimental impact upon highway safety and/or residential amenity. To ensure that safe operation of the highway and minimise the effect of noise, odour and dust from the construction phase of development on occupiers of nearby properties in the interests of residential amenity and sustainable development, in accordance with Policies D24 and D25 of the Sedgemoor Local Plan and Chapter 15 of the NPPF.

No occupation of the approved buildings shall commence until details of a scheme for sufficient safe on site storage of waste and recycling facilities to service the development has been submitted to and approved in writing by the Local Planning Authority to ensure that no detriment to amenity arises from the accumulation of waste, smell, flies or vermin and shall thereafter be maintained for the life of the approved development. Reason: In the interests of the character and appearance of the area, residential amenity and highway safety having regards to Policies D24 and D25 of the Sedgemoor Local Plan

Plans to show the method of enclosure/boundary treatments for the dwellings hereby permitted shall be submitted to and approved in writing by the local planning authority prior to the development being first occupied. The approved scheme shall be implemented before any dwelling to which it relates is occupied and shall be retained as such thereafter. Reason: In the interests of visual amenity in accordance with Policy D2 of the Sedgemoor Local Plan.

Notwithstanding the provisions of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (and any Order revoking and re-enacting this Order), no development of the types described in the following Classes of Schedule 2 shall be undertaken without the express consent in writing of the Local Planning Authority other than those expressly authorised by this permission:- (a) Part 1, Class A (extensions and alterations) (b) Part 1, Classes B and C (roof addition or alteration), (c) Class D (porch) and (d) Class E swimming pools and buildings incidental to the enjoyment of the dwellinghouse. Reason: To enable the Local Planning Authority to exercise control over development which could materially harm the character and visual amenities of the development and locality and the setting of Listed Buildings

The dwelling(s) hereby approved shall not be occupied until measures for the enhancement and protection of biodiversity have been installed in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Such enhancement measures (as advised by section 4.1 "Opportunities for enhancement" within Quantock Ecology Ecological Appraisal and Biodiversity Net Gain Feasibility Assessment dated 24 September 2024) shall include:- Bat tubes integrated into each new dwelling. Bat box (Schwegler 1FF or 2FN (or similar woodstone) facing a southern direction approximately 3-5m above ground level. Swift brick provided on each new dwelling. Bee bricks integrated into each new dwelling. Reason: To safeguard and enhance biodiversity in accordance with policy D20 of the Sedgemoor Local Plan.

The Biodiversity Gain Plan to be submitted and agreed in writing to the Local Planning Authority in accordance with Paragraphs 13 and 14 of Part 2 of Schedule 7A of the Town and Country Planning Act 1990 shall be broadly in accordance with the approved Biodiversity Gain Assessment within the Quantock Ecology Ecological Appraisal and Biodiversity Net Gain Feasibility Assessment dated 24 September 2024. Reason: To ensure that the strategy for meeting the Biodiversity Net Gain requirements for the development does not change significantly following the grant of planning permission and to minimise the risk of significant post-permission viability issues arising due to Biodiversity Net Gain issues.

Prior to the installation of any external lighting, a lighting design for bats and other light sensitive species, following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023), or any subsequent update or replacement guidance recognised as best practice within the industry at the time of submission of the design, shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent light sensitive species using their territory. The design must include submission of contour plans illustrating appropriate lux levels in response to ecological constraints. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. Under no circumstances should any other external lighting be installed without prior consent from the Local Planning Authority. Reason: In the interests of the 'Favourable Conservation Status' of populations of European and UK protected species, UK priority species and habitats listed on s41 of the Natural Environment and Rural Communities Act 2006 and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

Works to building B2 (as identified within Quantock Ecology Bat Emergence Survey Report dated 19 September 2025) or any works with potential to cause disturbance in proximity to the building will not commence unless a copy of the Bat Mitigation Class Licence (issued by Natural England pursuant to The Conservation of Habitats and Species Regulations 2017) authorising the development to go ahead has been submitted to the Local Planning Authority. Reason: In the interest of the strict protection of European protected species and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity
