The building would not be capable of functioning as a dwelling without the significant rebuilding works which include the reconstruction of all four exterior walls. This goes well beyond what could reasonably be described as conversion, and notwithstanding the reuse of the brickwork part walls as the main structural element for the building, the works described would be so extensive as to comprise rebuilding.As such, the proposal is not considered to comply with the requirements of Paragraph Q.1 (i), Class Q, Part 3, Schedule 2 of the General Permitted Development Order 2015 (as amended).
