The site is located to the south of, and remoted from, North Petherton, accessed from the A38 and is occupied by an existing detached dwelling but surrounded by agricultural fields. It is stated that the application site was used as a builder's yard and therefore a brownfield site. However the evidence provided for this is inconclusive. Based on the site's location the proposed dwelling would be physically detached from the settlement boundary of North Petherton, resulting in an unstainable form of development. As a result of the rural character of the immediate locality and land to the south of the village the dwelling would also be visually distant from the nearest tiered settlement and notwithstanding the presence of the existing dwelling, the proposed development would be within a remote location. It is not considered that the proposed dwelling would represent a development that is well related to the settlement and has not provided sufficient justification against policy CO1 for its location within a countryside setting. Furthermore, and notwithstanding the inconclusive evidence that the site benefits from 'brownfield' status as opposed to a storage area ancillary to the residential occupation of the main house, policy CO3 of the Sedgemoor Local Plan states that residential schemes must be reasonably well related to an existing Town or Tier 1 – 4 settlements, have appropriate access to the primary road hierarchy, and provide opportunities to promote sustainable means of travel. Isolated and remote rural brownfield sites are to be resisted for new residential development and will be assessed against Policy CO1, which states that new development in countryside locations must demonstrate that there are specific countryside needs, results in an enhancement of the environment or demonstrates that a countryside location is essential or more sustainable. The proposed development would represent an unsustainable form of development and therefore would be contrary to Policies S2, CO1 and CO3 of the Sedgemoor District Local Plan and paragraph 80 of the National Planning Policy Framework
