The approach road via Taunton Road by reason of its restricted width, gradient, lack of passing places and forward visibility is considered unsuitable to serve as a means of access to the development. Any increase in the number of vehicles using this route would create additional conflicts which would be detrimental to the safety and efficiency of the highway contrary to Policy D14 of the Sedgemoor District Local Plan (2011 and 2032) and Section 9 of the National Planning Policy Framework (NPPF).

The proposal is contrary to Section 9 of the National Planning Policy Framework (NPPF) and Policy D14 of the Sedgemoor District Local Plan (2011 – 2032) since the proposed development is likely to generate an increase in vehicular and pedestrian traffic on a highway lacking in adequate footways with consequent additional hazards to all users of the highway.

The proposed internal layout is considered to be substandard in terms of pedestrian provision, the proposed footway width, surfacing materials and likely vehicle speeds along the site access road. This would lead to conflicts between vehicle and pedestrians which would be detrimental to the safety and efficiency of the highway contrary to Policy D14 of the Sedgemoor District Local Plan (2011 and 2032) and Section 9 of the National Planning Policy Framework (NPPF).
