The principle of extension/alteration/rebuilding needs to be carefully considered due to the fact that the building is located outside the development boundaries of the district. A rural building should be capable of conversion in its own right, without significant intervention or additions. The agricultural buildings proposed to be converted are of no significant architectural merit and do not contribute positively to the locality as a result of their poor condition and appearance. The existing structural condition of the building indicates that a conversion to a residential use would require substantial rebuilding works. By virtue of the proposed design and materials the proposed works will result in significant changes to the external appearance of the buildings that go beyond that which could be reasonably considered a conversion. As a result the development would be contrary to the advice contained within the Sedgemoor District Council Planning Guidance Note – Conversion of Agricultural / Rural Buildings, would be contrary to Policies CO1 and D2 of the Sedgemoor Local Plan and policy and guidance contained with the National Planning Policy Framework and National Planning Practice Guidance.
