The building, which is currently constructed of a timber frame and steel sheets, would not be capable of functioning as a dwelling without the significant rebuilding works which would go well beyond what could reasonably be described as a conversion. Taking into account the existing condition of the building and the the works described, the proposed rebuilding works be so extensive as to comprise a new building. The works necessary to create a dwelling from the barn on site would not fall within the scope of that permissible under Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015.

The proposal is contrary to Section 4 of the National Planning Policy Framework (NPPF) since the increased use of the existing access together with the generation of additional conflicting traffic movements would be prejudicial to highway safety.
