The conversion of two flats into one dwelling and the removal of the external staircase does not constitute a material change or operational development as defined by S.55 of the Town and Country Planning Act (1990), as amended and further defined within Clause 3 of the Town and Country Planning (Demolition - description of buildings) Direction 2014 and therefore the works are lawful under S.192 of the Town and Country Planning Act (1990), as amended.
