Paragraph Q.1 (i) states that development under Class Q(b) would consist of building operations other than— (i)the installation or replacement of— (aa)windows, doors, roofs, or exterior walls, or (bb)water, drainage, electricity, gas or other services, to the extent reasonably necessary for the building to function as a dwellinghouse. The proposal is to retain the steel frame, timber boarding and render over the existing block work whilst the roof sheeting would be replaced with concrete slates. The proposal however would not result in a usable dwelling without the construction of 'internal' walls which are required as the existing building is not watertight. The proposal is therefore not considered to be a conversion of the building, as without these new 'internal' walls the building is not capable of functioning as a dwelling. The proposal fails to comply with Paragraph Q of Schedule 2, Part 3.
