The proposed fence and gate would adversely impact on the accessibility through the site and introduce an alien feature creating a gated route to the visual detriment of the area and contrary to its current open and permeable character. Furthermore, the proposal fails to reflect the original design concept of the development, including the walking and cycling strategy, by preventing connection to the wider network of routes, reducing permeability overall to the detriment and inconvenience of pedestrians and cyclists contrary to Policies D2 and D9 of the Core Strategy
