Approval of the details of the (a) layout, (b) scale, (c) appearance, (d) access and (e) landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the local planning authority in writing before any development is commenced. Plans and particulars of the reserved matters referred to above shall be submitted in writing to the local planning authority and shall be carried out as approved. Application for approval of the reserved matters shall be made to the local planning authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reasons: The application was submitted as an outline application in accordance with the provisions of Article 5(1) of the Town and Country Planning (Development Management Procedure) Order 2015. In accordance with the provisions of Section 92 of the Town and Country Planning Act, 1990 (As amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

No development shall take place, including any demolition works, until a construction management plan or construction method statement has been submitted to and approved in writing by the Local Planning Authority. The approved plan/statement shall be adhered to throughout the demolition/construction period. The plan/statement shall provide for: 24-hour emergency contact number; Hours of operation; Parking of vehicle of site operatives and visitors (including measures taken to ensure satisfactory access and movement for existing occupiers of neighbouring properties during construction); Routes for construction traffic; Locations for loading/unloading and storage of plant, waste and construction materials; Method of preventing mud being carried onto the highway; Measures to protect vulnerable road users (cyclists and pedestrians) Any necessary temporary traffic management measures; Arrangements for turning vehicles; Arrangements to receive abnormal loads or unusually large vehicles; Methods of communicating the Construction Management Plan to staff, visitors and neighbouring residents and businesses. Reason: In the interest of highways safety as in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

Due to former use and age of the site it would be advised to keep a watching brief for potential contamination including asbestos containing material (ACM) and assess for visual and olfactory evidence of contamination during any groundworks. If any unforeseen contamination is found during excavations, the Local Planning Authority shall be notified immediately. Where remediation is deemed necessary by the Local Planning Authority, a remediation scheme shall be submitted to and approved in writing by the Local Planning Authority and then implemented in accordance with the submitted details. Reason: To ensure that safe operation of the highway and minimise the effect of noise, odour and dust from the construction phase of development on occupiers of nearby properties in the interests of residential amenity and sustainable development.

Alongside the submission of the access reserved matters, details of the proposed access shall be submitted to and approved in writing by the Local Planning Authority prior to commencement. These shall include but not limited to: Visibility splays of 43m in both directions. Carriageway width of 5m. No steeper than 1 in 10 gradient. The access as agreed shall be constructed in accordance with the agreed details prior to first occupation and retained as such in perpetuity unless agreed in writing by the Local Planning Authority'. Reason: In the interest of highways safety as in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

No development shall commence, including site clearance, groundworks or construction, unless a Construction Environmental Management Plan (CEMP) to manage the impacts of construction during the life of the works, has been submitted to and approved in writing by the Local Planning Authority. For the avoidance of doubt, the CEMP shall, amongst other things, include: Measures to regulate the on-site routing of construction traffic; The importation of spoil and soil on site; The removal /disposal of materials from site, including soil and vegetation; The location and covering of stockpiles; Details of measures to prevent mud from vehicles leaving the site and must include wheel- washing facilities; Control of fugitive dust from earthworks and construction activities; dust suppression measures; Noise and Vibration control plan (which includes control methods) to include mitigation measures as defined in BS 5528: Parts 1 and 2: 2009 'Code of practice for noise and vibration control on construction and open sites' shall be used to minimise noise or vibration disturbance from construction works; A waste disposal policy (to include no burning on site); Measures for controlling the use of site lighting whether required for safe working or for security purposes; Details of any site construction office, compound and ancillary facility buildings; Specified on-site parking for vehicles associated with the construction works and the provision made for access thereto; A point of contact (such as a Construction Liaison Officer/site manager) and details of how complaints will be addressed, including an appropriate phone number. Prevention of nuisance caused by radios, alarms, PA systems or raised voices. And shall confirm: That noise generating activities shall not occur outside of the following hours: •Mon - Fri 08:00-18:00 Sat 08:00 -13:00 All other times, including Sundays, Bank and Public Holidays there shall be no such noise generating activities. The details so approved and any subsequent amendments as shall be agreed in writing by the Local Planning Authority shall be complied with in full and monitored by the applicants to ensure continuing compliance during the construction of the development. Reason: To ensure that safe operation of the highway and minimise the effect of noise, odour and dust from the construction phase of development on occupiers of nearby properties in the interests of residential amenity and sustainable development.

No development on the elements listed below shall commence until the following information has been submitted to and approved in writing by the Local Planning Authority. For this purpose, plans and sections, indicating as appropriate, the design, layout, levels, gradients, materials and method of construction shall be submitted to the Local Planning Authority: a) access road b) footways c) tactile paving d) sewers e) retaining walls f) service routes g) vehicle overhang margins h) embankments i) visibility splays j) carriageway gradients k) car, motorcycle and cycle parking including electric vehicle charging points l) hard and soft structural landscape areas, m) pedestrian and cycle routes and associated vehicular accesses and crossings with particular reference to PROW BW22/10 n) means of enclosure and boundary treatment, o) street lighting and street furniture, p) proposed levels, q) highway drainage r) swept path analysis for a refuse vehicle size as agreed in writing by Somerset Waste Services No occupation shall thereafter commence until the development has been constructed in accordance with the approved details and retained in perpetuity thereafter. Reason: In the interest of highways safety as in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

The proposed roads, including footways and turning spaces where applicable, shall be constructed in such a manner as to ensure that each dwelling before it is occupied shall be served by a properly consolidated and surfaced footway and carriageway to at least base course level between the dwelling and existing highway. Reason: In the interest of highways safety as in accordance with policy D14 of the Sedgemoor Local Plan 2011-2032.

A Lighting Strategy for Biodiversity will be provided to support any reserved matters application following Guidance Note 08/23 - bats and artificial lighting at night (ILP and BCT 2023). The strategy shall: Demonstrate how a dark corridor will be achieved along the northern boundary, and how tree and/or hedgerows will be lit no more than 0.5 lux. Show how and where external lighting will be installed (through the provision of appropriate lighting contour plans, technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent light sensitive species using their territory or having access to their breeding sites and resting places. Lighting shall not have a high blue light content to ensure disruption does not occur to any existing invertebrate assemblages along the northern tree belt. The site plan must demonstrate that window size and placement is sensitively designed to reduce excessive interior light spill, and where necessary, recessed internal luminaires, physical barriers and light limiting glazing should be considered. Reason: In the interests of the 'Favourable Conservation Status' of populations of European and UK protected species, UK priority species and habitats listed on s41 of the Natural Environment and Rural Communities Act 2006 and in accordance with Sedgemoor District Council Local Plan: Policy D20 - Biodiversity and Geodiversity.

A Biodiversity Enhancement, Mitigation and Maintenance Plan (BEMMP) shall support any reserved matters application that details the location, implementation, and maintenance of such features, which shall include: Integrated bird and bat boxes (minimum of 2 each). All hedgerows and trees will be retained and managed for biodiversity. Hedgerows should be managed to promote a greater range of age classes and native species through appropriate planting and management of hedgerow species and understorey. Any newly lawned areas should be turf and/or seed mixes that comprise native, species rich mixtures (such as Emorsgate seeds EL1 Flowering Lawn Mixture) that respond well to the proposed mowing schedule (e.g. the aforementioned seed mix responds well to regular short mowing). Any new fencing must have accessible hedgehog holes, measuring 13cm x 13cm to allow the movement of hedgehogs into and out of the site. 4x integrated bee bricks must be built into the external wall space of the new building. The bricks will be placed one meter above ground level on a south facing aspect, vegetation must not block the entrance holes. Solitary bees are harmless and do not sting. Reason: In accordance with Government policy for the enhancement of biodiversity within development as set out in paragraph 180(d) of the National Planning Policy Framework.
