Due to insufficient certainty regarding the ability of the highway improvements recommended to be secured through a TRO concerns are raised in terms of scale of traffic generation and intensification of the existing highway network which is considered to be substandard and would increase potential pedestrian and vehicular conflict within the vicinity of the site to the detriment of highway safety and contrary to Policy D13 and D14 of the Local Plan.
