Plans and particulars of the reserved matters referred to above, relating to the access, appearance, landscaping, layout and scale, shall be submitted in writing to the local planning authority and shall be carried out as approved. Application for approval of the reserved matters shall be made to the local planning authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reasons: The application was submitted as an outline application in accordance with the provisions of Article 3(1) of the Town and Country Planning (General Development Procedure) Order 1995 (As amended by SI 2006/1062). In accordance with the provisions of Section 92 of the Town and Country Planning Act, 1990 (As amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2
The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.
3
The dwellings hereby permitted shall not be occupied until adequate parking spaces per dwelling and a properly consolidated and surfaced turning space for vehicles have been provided and constructed within the site in accordance with details which shall have been submitted to and approved in writing by the Local Planning Authority. Such parking spaces and turning area shall be kept clear of obstruction at all times and not used other than for the parking and turning of vehicles in connection with the dwellings hereby permitted. Reason: In the interest of highway safety.
4
Before the dwellings hereby permitted are first occupied a properly consolidated and surfaced access shall be constructed (not loose stone or gravel) details of which shall have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of highway safety.
5
The gradient of the proposed access shall not be steeper than 1-in-10. Reason: In the interest of highway safety.
6
There shall be no obstruction to visibility greater than 900mm above adjoining road level, forward of a line drawn 2.0m back and parallel to the nearside carriageway edge over the entire site frontage. Such visibility shall be fully provided before works commence on the erection of the dwellings hereby permitted and shall thereafter be maintained at all times. Reason: In the interest of highway safety.
7
Details of the relative heights of the existing and proposed ground levels and the height of the ground floor(s) of the proposed building(s) shall be submitted to and approved in writing by the local planning authority before any site works commence. Reason: This is a pre-commencement condition in the interests of amenity and to avoid any abortive work on the site.
8
No construction work (other than completely internal fitting out) or deliveries to and from the site shall take place outside the hours of 07:00 to 18:00 Mondays to Fridays, 08:00 to 13:00 on Saturdays, with the exception of specific works which shall have been agreed in advance and in writing by the local planning authority and shall include details of the task, the date and duration of works. No works to take place on Bank Holidays. Reason: To protect the amenity of local residents from potential impacts whilst site clearance, groundworks and construction is underway.
9
An adequate water supply shall be provided on site and maintained at all times. Where necessary or at the direction of the Local Authority, it shall be used to provide adequate dust suppression and minimise fugitive dust emissions from the development site. Reason: To safeguard local residents from dust nuisance.
